What is going on between Russia & Ukraine

"Why would Russia take such a precipitous and warlike action over a tug boat? They never react with force and have never blockaded the Sea of Azov. This level of force would not be used just for a tug and a few old Ukrainian ships. Ukraine regularly provokes Russia to little effect, but today the Russians acted. Why?
